Neagent or Network Extension Agent is necessary for the IKEv2 protocol based VPN app to operate properly. Accepting pop-up permission requests allows Neagent to receive VPN authentication data stored in the KeyChain system. Without this data, the macOS Network Extension can not establish a VPN connection.
